Mia Varho’s interesting Masters thesis Turku moving with human rights A case study on the localisation of human rights at the City of Turku (Åbo Akademi, 2023) aims to generate a locally informed understanding of current human rights practice in Turku, using a survey to gauge the perception and prioritisation of human rights among its residents. It analyses the city’s approach to human rights by evaluating its policies and practices, specifically focusing on areas emphasised by the residents in the survey. It primarily reviews policies in the context of health and well-being, specifically focusing on sports and physical activities as a means to enhance the quality of life of residents.

Council of Europe Human Rights Day and its associated research seminar, 4.5. 2023, Turku. As part of the project ‘Council of Europe Days – Telling the CoEs Story’ on 4 May 2023, the Council of Europe Human Rights Day will be held for the first time in Turku, Finland. It will bring together leading expert speakers to discuss the CoEs impact on human rights in Finland. The event is organised with a view to encourage member states to play a leading role in ensuring that their citizens are able to exercise their rights and freedoms and participate in the building of democracies where they live. The thematic focus of this first event will be on resilience and civil participation at the municipal level. The event, aimed at decision-makers, experts, researchers and local resident, is jointly organised by the Association of Finnish Local and Regional Authorities, the Human Rights Centre, the Ministry for Foreign Affairs, the City of Turku and Åbo Akademi University. The programme will include expert discussions, a public event and a research seminar. The research seminar  will be held around the topic of “Civil participation in local decision-making on fundamental and human rights issues“. It challenges us to think about participation in local decision-making outside the election context, in particular on issues affecting the fundamental and human rights of local inhabitants. It provides both theoretical and practical perspectives on civil participation, using the examples of a European human rights city and the Finnish context.

The Human Rights Cities Network is in 2023 developing a Standardized Monitoring System in a limited number of pilot cities. Cities using this system will be able to regularly evaluate their achievements and analyse the influence of their work in making human rights a reality.

The new publication Cities as global actors: Bringing governance closer to the people (FIIA 2023) by Katja Creutz finds that cities have come to exercise power due to the inadequacy or ineffectiveness of interstate action but also because their democratic nature and immediate connection to the population make them legitimate actors.

A global campaign (under the auspices of UCLG) to bring together, and encourage, cities and regions in their activities for the promotion of human rights and of ensuring dignity for all, was launched in July 2022. The Closing Seminar of the Human Rights Cities project will be held on 12 December 2022 at 10:00 at the premises of Åbo Akademi in the Voltaire room, Arken-building (1st floor), Tehtaankatu 2, 20500 Turku.  At the seminar the key findings of the project team will be presented together with the policy brief on the project (Agenda). Piteå utropade sig till MR-kommun år 2020 för att synliggöra det arbete som redan görs i kommunen för att främja mänskliga rättigheter och för att inspirera flera aktörer, inklusive föreningar, myndigheter, företag och privatpersoner, att göra mer. Piteå kommun satsar speciellt på områden som folkhälsa, ungdomsfrågor, utbildning, jämställdhet, integration och tillgänglighet.

Mitä tarkoittaa ihmisoikeusmyönteisyys sosiaalityössä? Kooste Ihmisoikeusliiton seminaarista (20.5.2022). Sosiaalihuoltoa säätelevät niin Suomen lait kuin kansainväliset ihmisoikeussopimukset. On tärkeää, että julkista valtaa käyttävät viranhaltijat, kuten sosiaalityöntekijät, tulkitsevat soveltamaansa lainsäädäntöä ihmisoikeusmyönteisesti. Perus- ja ihmisoikeusmyönteisen laintulkinnan tarkoituksena on turvata yksilön oikeuksien täysimääräinen toteutuminen.

The EU Fundamental Rights Agency has issued a useful guide for local authorities on how to make human rights part of everyone’s daily life. It presents presents in a concise way the Framework for human rights cities in the EU and contains practical advice on how to implement it. The Human Rights Cities project will translate this guide into Finnish.

On 22 April 2022, the project team submitted comments (Comments by the Institute for Human Rights at Abo Akademi University 2022) in response to the OHCHR call for Input to report on Local Government and Human Rights.

Åbo Akademin ihmisoikeusinstituutti lausui luonnoksesta hallituksen esitykseksi sosiaali- ja terveydenhuollon valvontalaiksi (Lausunto_Luonnos hallituksen esitykseksi SOTE-valvonnasta_ÅA_IMR_24.3.2022). Ihmisoikeusinstituutti esitti huolensa paikallistason valvonnan järjestämisestä tehokkaalla ja riippumattomalla tavalla, 24 March 2022.
