Welcome to the homepage of the research project ’Model for evaluating legislation: How to take vulnerability into account?’ (MOPO) hosted by the Institute for Human Rights at Åbo Akademi University.
The MOPO project is funded by the Research Council of Finland for the years 2026-2027. It is supported through the call for research utilization, which aims to help researchers translate research ideas into practical benefits for society, business and the public sector.
The aim of the project is to develop tools for analyzing how laws affect people or groups in a vulnerable position. The tools are developed in consultation with the Ministry of Justice and key civil society actors. The project will, among other things, result in a handbook that highlights special considerations that need to be made when analyzing the effects of legislation on vulnerable individuals and groups. The guidelines are foreseen to be applicable also in legal contexts other than Finland. The need for concrete tools for such evaluations has been clearly demonstrated in previous research, including the ROVU project on which MOPO is based.
