EU:n perusoikeusvirasto (FRA) on julkaissut suomenkielisen version paikallisviranomaisille suunnatusta ihmisoikeuskaupungit EU:ssa -oppaastaan, jonka tarkoituksena on auttaa kaupunkeja tehostamaan ty\u00f6t\u00e4\u00e4n ihmisoikeuksien toteuttamiseksi. Julkaisun k\u00e4\u00e4nn\u00f6sty\u00f6 tehtiin ihmisoikeusinstituutin Ihmisoikeuskaupungit -hankkeen puitteissa yhteisty\u00f6ss\u00e4 harjoittelija Santtu Vehni\u00e4isen (TY) kanssa: FRA_Ihmisoikeuskaupungit EUssa_opas_fi<\/a><\/p>\n

Council of Europe Human Rights Day<\/a> and its associated research seminar, 4.5. 2023, Turku.\u00a0<\/span><\/strong>As part of the project \u2018Council of Europe Days<\/a><\/u>\u00a0\u2013\u00a0Telling the CoEs Story\u2019<\/a><\/u>\u00a0on 4 May 2023, the\u00a0Council of Europe Human Rights Day<\/a><\/u> will be held for the first time in Turku, Finland. It will bring together leading expert speakers to discuss the CoEs impact on human rights in Finland. The event is organised with a view to encourage member states to play a leading role in ensuring that their citizens are able to exercise their rights and freedoms and participate in the building of democracies where they live.\u00a0<\/span>The thematic focus of this first event will be on resilience and civil participation at the municipal level. The event, aimed at decision-makers, experts, researchers and local resident, is jointly organised by the Association of Finnish Local and Regional Authorities, the Human Rights Centre, the Ministry for Foreign Affairs, the City of Turku and \u00c5bo Akademi University. The programme will include expert discussions, a public event and a research seminar. <\/span>The research seminar\u00a0<\/span> will be held <\/span>around the topic of \u201cCivil participation in local decision-making on fundamental and human rights issues\u201c. It challenges us to think about participation in local decision-making outside the election context, in particular on issues affecting the fundamental and human rights of local inhabitants. It provides both theoretical and practical perspectives on civil participation, using the examples of a European human rights city and the Finnish context.<\/p>\n

The Human Rights Cities Network is in 2023 developing a Standardized Monitoring System<\/a> in a limited number of pilot cities. Cities using this system will be able to regularly evaluate their achievements and analyse the influence of their work in making human rights a reality.<\/p>\n

The new publication Cities as global actors: Bringing governance closer to the people<\/strong><\/a> (FIIA 2023) by Katja Creutz finds that cities have come to exercise power due to the inadequacy or ineffectiveness of interstate action but also because their democratic nature and immediate connection to the population make them legitimate actors.<\/p>\n

A global campaign<\/strong> (under the auspices of UCLG) to bring together, and encourage, cities and regions in their activities for the promotion of human rights and of ensuring dignity for all, was launched in July 2022. The Closing Seminar of the Human Rights Cities project<\/strong> will be held on 12 December 2022 at 10:00 at the premises of \u00c5bo Akademi in the Voltaire room, Arken-building (1st floor), Tehtaankatu 2, 20500 Turku.\u00a0<\/span> At the seminar the key findings of the project team will be presented together with the policy brief on the project (Agenda<\/a>). <\/span>The seminar will also be streamed live. <\/span>More information on how to register for the event is available at the Activities<\/a> -page.<\/span><\/p>\n

On t\u00e4rke\u00e4\u00e4, ett\u00e4 julkista valtaa k\u00e4ytt\u00e4v\u00e4t viranhaltijat, kuten sosiaality\u00f6ntekij\u00e4t, tulkitsevat soveltamaansa lains\u00e4\u00e4d\u00e4nt\u00f6\u00e4 ihmisoikeusmy\u00f6nteisesti. Perus- ja ihmisoikeusmy\u00f6nteisen laintulkinnan tarkoituksena on turvata yksil\u00f6n oikeuksien t\u00e4ysim\u00e4\u00e4r\u00e4inen toteutuminen.<\/p>\n

The EU Fundamental Rights Agency has issued a useful guide<\/a> for local authorities on how to make human rights part of everyone\u2019s daily life. It presents presents in a concise way the Framework for human rights cities in the EU and contains practical advice on how to implement it. The Human Rights Cities project will translate this guide into Finnish.<\/p>\n

On 22 April 2022, the project team submitted comments (Comments by the Institute for Human Rights at Abo Akademi University 2022<\/a>) in response to the OHCHR call for Input to report on Local Government and Human Rights.<\/p>\n
